As energy and water consumption becomes a potent local political issue, companies like Amazon, Google, and Microsoft can no longer assume quiet regulatory approvals. This shift mirrors the recent European pushback on cloud infrastructure, but its arrival in the U.S. creates a new, significant impediment to previously unchecked growth. The conflict fundamentally alters the cost-benefit analysis for datacenter placement, forcing a strategic recalculation for hyperscale operators. Previously, economic incentives and job creation promises were sufficient to win local support.
